A role or date narrows the choice. Use a city directory for municipal staff, an education directory for school contacts, and a license directory for a regulated profession. When only an address survives, property and historic city directories become more useful. A name from before 1970 often belongs in the library collections before the county's modern recorder index.
National City Staff Directory
The National City staff directory has an A-to-Z filter and a department or category filter. Its table shows Staff, Title, Departments, and Phone. Entries may name a person or a service office. Email is not shown for many rows, so the public work number is the main contact path.

If a person is absent, call the department line, then use the City Clerk or a records request when an official record is needed.
National City School Directories
The National School District staff directory provides a search box and grouped Administration and Staff listings. Captured entries include Superintendent Dr. Laura Philyaw, Assistant Superintendent Dr. Linnette Ferris, Assistant Superintendent Dr. Robert Cochran, and Director Katherine Melanese. School names also help confirm geography: Central, El Toyon, Ira Harbison, John A. Otis, Kimball, Las Palmas, Lincoln Acres, Olivewood, Palmer Way, and Rancho de la Nacion.

Southwestern National City Directory
The Southwestern College directory includes the Higher Education Center at National City. It gives more detail than the city staff table, which makes it useful when a department or room is known but a full name is not. A directory entry may show a person's academic role, contact details, campus location, and office.

National City Agency Directories
County and state directories are built around agencies rather than residence. San Diego County's department directory identifies offices and services, while the Sheriff's directory lists command staff and divisions. California's Personnel Office Directory, or CPOD, is maintained by the State Controller for state personnel and payroll offices. It is not a roll of all California residents.
The California Personnel Office Directory uses an alphabetical agency browse. Start with the agency name, then use the listed office contact to reach the right unit. For a National City question involving a state department, this agency-first path is more precise than looking for a person through city records.

National City Recorded Name Directories
The San Diego County ARCC Official Records Index acts like a name directory for deeds, liens, judgments, releases, trusts, and other recorded instruments. It searches grantor and grantee names from 1970 forward. A grantor is the party giving or burdened by an interest; a grantee receives the interest or benefit. Indexed roles vary by document type, so a name may belong to an owner, creditor, debtor, trustee, firm, or public agency.
The online result is an index, not the document image. Images must be viewed at an ARCC kiosk or ordered as mailed copies. San Diego County's fictitious business name index adds registrants whose legal names may differ from a shop or trade name. FBN searches are available online, in person, or by mail. Together these directories can connect a National City person with property, a lien, or a business filing.
Voter rolls are different. They may function as name directories for an approved project, but California requires an application, a permitted purpose, identification, fees, and data safeguards. National City Property Directories
Property directories split the address trail across several tools. The secured assessment roll searches by parcel number, address, or street name, but does not publish ownership online. ARCC provides ownership and address information by phone through (619) 236-3771 and at public kiosks. ParcelQuest Lite supplies parcel characteristics and maps under vendor terms. SanGIS can search an address, APN, or intersection and display jurisdiction, district, parcel, and census layers.
This channel split matters around National City, Lincoln Acres, and nearby South Bay boundaries. A ZIP code or school name does not always prove which city or county office keeps the record. SanGIS geography can first identify the parcel and jurisdiction. Then the assessor phone or kiosk can add ownership context, and the recorder index can trace a deed name.
The path is simple: address to SanGIS parcel, parcel to assessor channel, owner name to recorder index. Web maps are fast for place and district data. Phone and kiosk access may provide more ownership context than a public web page.

National City License Directories
Professional and business directories add status and filing context. The Department of Consumer Affairs advanced search accepts first name, last name, license number, business name, board or bureau, and license type. The Contractors State License Board can search by license, business, personnel, or home-improvement salesperson. The State Bar searches by attorney name or bar number.
California SOS bizfile searches corporations, LLCs, limited partnerships, and filed business records by entity name or number. Results may show status, jurisdiction, agent, public addresses, and filing history. UCC searches use debtor, secured party, or file number. For a National City storefront operating under another name, the San Diego FBN index is the local bridge to registrants.
Use the source tied to the role. A contractor belongs in CSLB, an attorney in the State Bar, and many other regulated fields in DCA. A company name belongs in bizfile or FBN. Cityworks, CForms, Laserfiche, or a city records request may be needed for National City permit and business-license material because no official searchable city business-license register was found.
National City Unclaimed Property Names
The California State Controller unclaimed property search is a useful name-and-place index when a person has lost contact with an account holder or moved without collecting funds. It can support family and estate research because the record may tie a name to a prior city or reporting business. A match is only a lead. The claimant must follow the state process and prove the right to the property.
The State Controller warns that there is no fee and no deadline to claim property. That makes the official source important when a letter or message asks for money up front. Search name variants and prior National City connections, then compare the result with known family or address facts.

The Kile Morgan Local History Room is National City's strongest historical people directory. It holds San Diego County and City Directories, Chamber of Commerce directories, organization member directories, maps, yearbooks, newspapers, manuscripts, photographs, and microfilm. The room is on the second floor of National City Public Library and accepts research requests at localhistory@nationalcityca.gov or (619) 470-5870.

National City incorporated in 1887, but the collection reaches into the rancho and Kimball era. The county recorder's online index begins in 1970, more than eighty years after the library directory run starts. For a pre-1970 resident, begin with a directory volume, map, newspaper, or manuscript rather than assuming the online recorder index covers the whole life.

National City Classmate Directories

The California Digital Newspaper Collection adds digitized National City titles, while the Local History Room holds microfilm and source sets that may not be online. Family papers, Frank A. Kimball's diaries, fire department records, and organization member directories can identify people who never appear in a modern portal. La Vista Memorial Park is a separate private local source for burial information, while newspapers provide death notices and obituaries.
